In its decree, the MUI also asked the government to conduct outreach to the public. Socialization is carried out so that the public is ready to carry it out.
"Preparing the public to be able to enter a new lifestyle (new normal life) by conducting socialization, education, and advocacy regarding health protocols with the slogan 'four healthy five perfect' (always wear a mask, keep a healthy distance, always wash your hands, exercise regularly/get enough rest, don't panic, eat nutritious, good, and lawful food)," according to an excerpt from one of the MUI Decree points.
In addition, the MUI said it had conducted a study of various aspects related to the handling of the Corona pandemic. The MUI even conducted a study on the impact of the Corona pandemic.
The following are the contents of the MUI Decree on the Plan for Implementing a New Normal Life Amidst the COVID-19 Pandemic:
The Indonesian Ulema Council (MUI) as a servant of the people (khadimul ummah) as well as a government partner (shodiiqul hukumah), must also carry out the function of maintaining the people (himayatul ummah) both in the religious field (hifdzuddin) and in other maqoshidussyari'ah, especially concerning maintenance of life (hifdzunnafs). For this reason, one of the MUI's duties is to carry out the task of commanding good and forbidding evil, until the realization of an NKRI that is baldatun thoyyibatun warobbun Ghofur.
Indonesian Ulema Council Executive Board after conducting an in-depth study of various aspects related to efforts to overcome the COVID-19 pandemic and its impact, such as:
a. Not yet knowing for sure when the COVID-19 pandemic will end because so far a vaccine or cure for COVID-19 has not been found so it cannot be produced on a mass scale.
b. There are changes and adjustments to people's lifestyles such as doing work, religious services and education at home as an effort to prevent COVID-19.
c. There are human needs that cannot be delayed for too long such as basic necessities and economy and the need to carry out religious services that must be carried out at places of worship such as Friday prayers, so that these conditions are difficult to maintain continuously until a time that cannot be determined.
d. In that condition, the proposal to implement a new normal life (new normal life), which is a change in behavior to continue carrying out normal activities, but with the addition of implementing health protocols to prevent transmission COVID-19.
e. In Islamic teachings, the importance of balancing maqashid syariah in making a policy is mentioned, namely maintaining religion (hifdz ad-din), maintaining life (Hifdh an-nafs), maintaining reason (hifdzu al-aql), maintaining family (hifdzh al-'irdh) and maintaining property (hfdzh almal).
f. When in determining a policy there is a dilemma, where the maqashidu syariah must be prioritized, then protecting the safety of life (hifdh an-nafs) must be a priority.
After considering these matters, the MUI Executive Board conveys the following:
1. The policy of implementing Large-Scale Social Restrictions (PSBB) should be carried out consistently and consistently, as an effort and effort to break the chain of transmission COVID-19, according to indicators from the World Health Organization (WHO). If the condition is still not under control where the transmission COVID-19 is not yet below one (R<1), then it is recommended that the PSBB be extended again;
2. In the case of the spread COVID-19 is under control, the plan to implement a new normal lifestyle can be carried out by paying attention to the following: a. 3. The government increases the social safety net to citizens who need it and increases the number of citizens who receive it;
4. Increasing the number of health services to the community in maximizing the health screening of COVID-19 tests and integrated treatment;
5. In terms of religious life, areas where the level of spread COVID-19 is not yet under control, then the leniency (rukhshah) for prayer at home remains in effect, referring to the MUI Fatwa No. 14 of 2020 concerning the Implementation of Worship in the Situation of the Outbreak COVID-19;
6. In the circumstances of the area where the level of spread COVID-19 is under control, religious activities that involve the gathering of many people, such as Friday prayers and prayer congregations, can be carried out while still implementing strict health protocols;
7. The Indonesian Ulema Council together with Islamic Mass Organizations and Islamic Philanthropic institutions must continue to play an active role in carrying out a series of efforts and efforts to overcome the pandemic COVID-19 and its impact;
8. If the implementation of a new normal lifestyle (new normal life) is still forced at a time when the requirements for control COVID-19 have not been met, then the MUI urges the Government, so that all education activities (Elementary School, Junior High School, High School, Vocational High School, MG, MI, MTs, MA and State and Private Universities) and Islamic Boarding Schools so that they continue to learn from home until the situation is truly under control.
